John Mummert was a former California deputy sheriff elected in a Republican landslide. He wanted to minimize the “western look” of the office. Among many of the changes he initiated were establishing contract law enforcement services with towns and introducing civilian replacements for deputies as radio dispatchers and jail guards. He inaugurated the use of a WATS line; began a weekly office bulletin; established competitive promotional exams and offered correspondence course training for jailers.
